The cabinet, in today’s meeting, decided to launch a six-month long civic education campaign to encourage communal activities and to increase people’s participation in building responsible citizens focused on community development. The cabinet made this decision after discussing a paper submitted by the Ministry of Home Affairs indicating that many citizens were unaware of the democratic responsibilities that went hand in hand with the democratic rights enshrined in the 2008 Constitution.

The main areas covered in the campaign include:

- creating a peaceful social environment
- strengthening civil society (including NGOs, Associations, and Foundations)
- creating awareness on the right to information
- creating awareness on human rights
- rehabilitating inmates rather than merely punishing them
- ensuring the police becomes more responsible and responsive
- making the public more responsible
