Session 2: “Supporting national action through HLPF Outcomes”
Mr. President,
I have the honour to speak on behalf of the Alliance of Small Island States (AOSIS).
AOSIS supports a coherent, and integrated approach that encapsulates the three dimensions of sustainable development. In this regard, we also support an approach that integrates and takes into account the followup and review mechanisms and priorities outlined in various outcome documents of international conferences, such as that of the Third International Conference on Small Island Developing States. We also support cohesion across various tracks as was mentioned at this panel.
It was mentioned that review and followup should not be a “name and shame” system: and we agree. The HLPF could be used as an avenue for sharing of best practices, identifying where the gaps exist, and discussing solutions from across the globe. In order to ensure integrated implementation, it should also review and followup the commitments made under the Means of Implementation, including those goal-specific MoI. The review and followup should be done in a way to incentivise change.
Some key ways countries could be supported in incorporating sustainable development goals into national planning and implementation include:
- Support for capacity building at national level, including for data collection and analysis
- Transfer of technology
- And the establishment of genuine, durable partnerships in various fields and priorities, between public, private, international organisations as envisioned in the SAMOA Pathway. These partnerships can then be reviewed to see what conditions worked best, what needs to be changed, and how the partnerships could be mutually reinforcing, and equally beneficial. One example is the Partnership Framework that is being developed as a deliverable from the SAMOA Pathway, to review progress made on the partnerships and to attract new partnerships towards the sustainable development of SIDS.
